For seniors on fixed incomes and other customers, energy expenses can be a financial burden. The Energy Assistance Program is designed to help income-qualifying households cover their energy costs. If you believe you qualify for this program we encourage you to establish your income eligibility through the Wisconsin Home Energy Assistance Program (WHEAP). If your gross income for your household is less than the amount shown on the following chart, you might be eligible to receive assistance. Households must complete a Home Energy Plus application through the local WHEAP agency.

The Home Energy Plus Program uses a previous three month income test which is annualized to determine program income eligiblity.
Types of assistance available through WHEAP
Heating Assistance
WHEAP assistance is a one-time payment during the heating season (October 1 to May 15). The funding pays a portion of the heating costs, but is not intended to cover the entire cost of heating a residence. The amount of the energy assistance varies depending on a variety of factors, including the houshold's size, income, and energy costs. Click here for more information about this program.
Electric Assistance
This non-heating assistance is a one-time benefit payment during the heating season.
Crisis Assistance
A household may be eligible for crisis assistance if you have no heat, are nearly out of fuel or your electricity has been or will soon be shut off.
Non-emergency or prevention crisis services are also available that include providing information on how to reduce fuel costs, counseling on budgeting and money management, payments to a fuel supplier and co-pay agreements.
Furnace Assistance
HE+HVAC Program provides assistance to eligible home owners when their primary heating system stops operating or is operating in an unsafe manner. Heating system assistance can include repairs, or in some situations, a total replacement of an inoperable system. Central air conditioning services may be included if the system compromises the performance of the heating system.
Weatherization
If you are eligible for weatherization services based on your WHEAP (energy assistance) application, your application information will be referred to the local weatherization agency. Households selected for potential weatherization services will be contacted by the weatherization agency. The agency will then make arrangements to have an energy auditor look at your home to see what can be done to make it more energy efficient. Some weatherization services include: insulate attics, insulate/replace water heater, install energy efficient lighting, reduce air leakage, repair/replace furnace, test and/or replace refrigerator, perform a general health and safety inspection and provide information about maintenance and energy conservation.
